APPROVAL OF AGENDA 36 37 Mike Bartholomew motioned to approve the agenda 38 Larry Altamirano seconded the motion 39 Motion passes, vote 9-0 40 41 3. PUBLIC COMMENT—There were no public comments 42 43 44 45 46 1 1 4 APPROVAL OF MINUTES 2 3 41 January 5, 2011 4 5 Mike Bartholomew motioned to approve the minutes 6 Harold Love seconded the motion 7 Motion passes, vote 9-0 8 9 5 ACTION ITEMS 10 11 51 Safe Routes to School Action Plan 12 13 Naoma Staley presented the Safe Routes to School Action Plan, reviewed the current status 14 and issues under consideration Items discussed include a public information campaign that 15 would address the rules and rights of pedestrians, cyclists and motorists on the roadway and 16 dovetail with several on-going campaigns within the City of Las Cruces and other towns in the 17 MPO area, school site assessments addressing arrival and dismissal areas for parents and for 18 busses and walk ability in safe areas to and from schools 19 20 Bill Childress motioned to approve the Plan for approval to the Policy Committee 21 Mike Bartholomew seconded the motion 22 Motion passes, vote 9-0 23 24 5.2 Fiscal Years 2013-2014 Unified Planning Work Program (UPWP) 25 26 Tom Murphy stated there had been no comments or questions from the Committee since his 27 presentation at the last meeting 28 29 Mike Bartholomew motioned recommendation for approval to the Policy Committee 30 Harold Love seconded the motion 31 Motion passes, vote 9-0 32 33 6 DISCUSSION ITEMS 34 35 61 Transportation Improvement Program (TIP) Application and Evaluation 36 Update 37 38 Tom Murphy said that the goal is to get feedback from the Technical Advisory Committee and 39 the Bicycle and Pedestrian Committee for an October deadline There was no new 40 presentation on the item and no action was requested 41 42 Luis Marmolejo suggested the MPO staff to come up with a list of possible alternate methods 43 and to extend contacts to solicit information regarding different types of applications and 44 ranking processes 45 2 i 1 Tom Murphy said this item will be an on-going process and the MPO staff will bring information 2 at the next meeting August is the target date to define changes to be put in place for the next 3 cycle 4 5 Jolene Herrera suggested adding "Planning Funds" to the 2012 TIP Unfunded List, Prioritized 6 List to include a cost estimate in case partial funding would be available 7 8 7 COMMITTEE AND STAFF COMMENTS — No comments 9 10 8.
