APPROVAL OF AGENDA 38 39 Greg Walke motioned to approve the agenda 40 Mike Bartholomew seconded the motion 41 Motion passes, vote 9 — 0 42 43 3 PUBLIC COMMENT — No public comment. 44 45 46 1 1 4 APPROVAL OF MINUTES 2 3 41 February 2, 2012 4 5 Mike Bartholomew motioned to approve the minutes 6 Greg Walke seconded the motion 7 Motion passes, vote 9 — 0 8 9 5 ACTION ITEMS 10 11 51 Transportation Improvement Program (TIP) Amendments 12 13 On April 8, 2009, the MPO Policy Committee approved the 2010-2015 Transportation 14 Improvement Program (TIP) 15 16 The following amendment(s) to the TIP have been requested Control Project Route Project Proposed Change(s) Number Year 1100361 2012 1-10 Avenida de $3,194,511 additional funds Mesilla Bridges added Ramp E of Control number changed to 3961 2013 1-10 University & 1100830 and $605,016 (1100830) Union Ave additional funds added Bridges Morton Lane to Termini amended to MP LC00070 2014 US 70 Rio Grande 143 3-145 2 and $55,000 Bride additional funds added 1100470 2013 US 70 Chestnut to $1,870,926 additional funds Solano added 17 These amendments will not affect any other projects currently listed in the TIP 18 19 Duane Hoskins gave a presentation 20 21 Mike Bartholomew motioned to recommend for approval to the Policy Committee 22 Jolene Herrera seconded the motion 23 Motion passes, vote 9 — 0 24 25 6 DISCUSSION ITEMS 26 27 61 Federal Highway Administration MPO Review 28 29 The Las Cruces Metropolitan Planning Organization (MPO), is the transportation 30 planning entity for the Urbanized Area of Las Cruces, New Mexico, and is required to 2 1 meet the transportation planning mandates of the Safe, Accountable, Flexible, Efficient 2 Transportation Equity Act-A Legacy for Users (SAFETEA-LU) 3 4 In order to accomplish this task, the MPO engages in a process of public review and 5 comment resulting in the production of a Metropolitan Transportation Plan, an annual 6 Unified Planning Work Program, provides for a Transportation Improvement Program 7 (TIP), and a Public Participation Plan 8 9 The MPO recently underwent a review by the FHWA to ensure that documents required 10 by SAFETEA-LU, MPO financial records, and local agreements fell within federal 11 guidelines and are conducive to regional transportation planning 12 13 The findings of the FHWA review will be presented by staff for TAC discussion 14 15 Duane Hoskins gave a presentation Duane stated that the MPO received stellar 16 remarks on the MPO Public Participation Plan MPO received satisfactory remarks on 17 TRANSPORT 2040 and other documents He stated that the MPO was criticized on the 18 JPA (last update in 1989) The FHWA stated that this was unacceptable Fund sharing 19 and the operations of the MPO were also criticized MPO staff has been working on 20 both these items over the last year 21 22 The FHWA will submit a written report on the findings in approximately six weeks 23 24 6.2 Metropolitan Planning Organization Joint Committee Meeting 25 26 The Las Cruces Metropolitan Planning Organization (MPO), is the transportation 27 planning entity for the Urbanized Area of Las Cruces, New Mexico, and is required to 28 meet the transportation planning mandates of the Safe, Accountable, Flexible, Efficient 29 Transportation Equity Act -A Legacy for Users (SAFETEA-LU) 30 The MPO develops and maintains the Transportation improvement Program (TIP) The 31 TIP is the 4-year list of funded projects scheduled to be designed and built in the MPO 32 area to meet the transportation mandates of SAFETEA-LU 33 The Joint Committees Meeting is intended to bring all of the MPO committees (Policy, 34 TAC, and BPFAC) together to discuss issues and concerns on the TIP Application 35 The meeting is scheduled for 9 00 a.m to 12 00 p.m on April 12, 2012 at City 36 Council Chambers, 700 N Main Street, Las Cruces, New Mexico 88001 37 38 7 COMMITTEE AND STAFF COMMENTS 39 40 Jolene Herrera stated there would be a public meeting 1-10/1-25 interchange project 41 which will be held April 12, 2012 from 6 30 — 8 00 p m at the project office on Solano 42 On Wednesday, April 4 the east bound bridge on Motel was torn down 43 44 8 PUBLIC COMMENT— No public comment. 45 3 1 9 ADJOURNMENT 2 3 Meeting adjourned at 4 18 p m 4 5 Mike Bartholomew motioned to adjourn 6 Jolene a seconded the motion 7 All in vor 8 9 10 11 Chair 4
