CALL TO ORDER (9:01 a.m.) 22 23 H-Rogers: All right, it's Wednesday, August 10th, 2016 it is approximately two after 24 nine. We'll go ahead and bring this DRC to order. 25 26 II. APPROVAL OF MINUTES - June 29, 2016 27 28 H-Rogers: Is, are there any comments regarding the minutes from June 29th, 2016? 29 Hearing none. Do I have a motion for approval of those minutes? 30 31 Dominguez: So moved. 32 33 H-Rogers: Is there a second? 34 35 Murphy: Second. 36 37 H-Rogers: All those in favor say "aye." NEW BUSINESS Case 66694 - Las Cruces Center 2 Annexation: • An application by NMSU for an annexation of 7.165 acres; • Will be split via deed into 4 parcels prior to annexation; southeast of Turrentine Drive, south and adjacent to University and west of the Las Cruces Convention Center, Parcel #03- • Located Avenue, 07122; • Will become part of the University District Overlay and Council District 2 (Smith); • A request for initial zoning to Convention Zone (Chavez: ) is being processed simultaneously; • NMSU is proposing to develop the site in conjunction with a developer, into a hotel and also lease additional lands to the City of Las Cruces for an expansion of the Convention Center and its parking. H-Rogers: But we do have some New Business. It's Case 66694 - Las Cruces Center 2 Annexation. Today we're looking at an annexation plat of 7.165 acres. This particular property is currently within the NMSU boundaries. What is happening is they're proposing on annexing it into the City to develop a hotel as well as expand the Convention Center in the future. It's located southeast of Turrentine Drive, south and adjacent to University Avenue, and west of the Convention Center. It will be ultimately part of the University District Overlay and Council District 2. There is an initial zoning that has occurred as part of this request but of course that's not under the purview of this particular Board, this is just for the plat. That zoning would be Convention Zone, excuse me, and one thing that should be noted about this property is that the property will be split into four parcels prior to the annexation, it's just a matter of getting some deeds recorded at that time. But that is not going to be subject to review by this Board either because of course it is state land and it's still outside of the City limits so. That's some, a basic explanation about what's going on. As staff reviewed the plat there are some really minor corrections on the plat. Henry's received those red lines, shouldn't be an issue to, to make those corrections before we go to Planning and Zoning. And with that I'll go ahead and go around the room with any comments that folks might have. I'll start with Fire. Dubbin: We have no issues with the annexation. H-Rogers: Engineering. Dominguez: We have no issues with annexation. H-Rogers: And utilities. 2 1 Reid: We have no issues either. 2 3 H-Rogers: All right and it looks like Traffic's here, did you all have any comments? 1 4 don't that you ... 5 6 Lee: (shakes head no) 7 8 H-Rogers: Okay. Very good. MPO. 9 10 Murphy: No issues. 11 12 H-Rogers: All right. Did the applicant or applicant's representatives want to add 13 anything? 14 15 Eschenbrenner: Our Board of Regents are meeting this afternoon at one o'clock. On 16 the consent agenda will be a quick claim deed. 17 18 H-Rogers: Okay. 19 20 Eschenbrenner: Deeding over the parcels from Board of Regents to Board of Regents. 21 Basically identifying these four parcels so that will be accomplished 22 hopefully by the end of today. 23 24 H-Rogers: All right. Fantastic. 25 26 Magallanez: May I have a question? 27 28 H-Rogers: Sure. Absolutely. 29 30 Magallanez: When do you plan to record the deeds with the Courthouse? 31 32 Eschenbrenner: I imagine it'll happen just immediately after that. 33 34 Magallanez: Okay. All right, cause you said you needed those ... 35 36 H-Rogers: Yeah, it'll have to be added to the, to the ... 37 38 Magallanez: You need those before the approval of this here. 39 40 Eschenbrenner: Right. 41 42 Magallanez: Okay. 43 44 H-Rogers: And then just reference that recording information once we get it.
