DRC PRESENT: Mark Dubbin, Fire Department Meei Montoya, Utilities Rocio Dominguez, Engineering Services Andrew Wray, MPO STAFF PRESENT: Katherine Harrison -Rogers, Community Development Adam Ochoa, Community Development Sara Gonzales, Community Development Becky Baum, Recording Secretary, RC Creations, LLC OTHER PRESENT: Timothy Bush Yanick D'Hooge-Bush I. CALL TO ORDER (9:04 a.m.) H-Rogers: All right, it is approximately four after nine. We'll go ahead and call this meeting to order. It's October 5th. This is DRC. II. APPROVAL OF MINUTES - August 31, 2016 H-Rogers: First item of business is Approval of Minutes from August 31 st, 2016. Were there any modifications to those minutes? Seeing none. Do I have a motion for approval? Dubbin: Motion to approve. H-Rogers: Second? Dominguez: Second. H-Rogers: And with that I'll go ahead and take a vote, all those in favor. MOTION PASSES UNANIMOUSLY. H-Rogers: Any opposed? All righty, with that minutes are passed. III. OLD BUSINESS - NONE H-Rogers: Third item of business is Old Business. Case 69445: The Lofts at Palm Subdivision Infill Development Process (IDP) Proposal • A request for approval of an IDP subdivision known as The Lots at Palm. • The subdivision is for a proposed multi -family residential subdivision with two residential lots that will be developed in two separate phases. • The IDP includes a request to allow a gravel driveway and parking area, except for the ADA parking, for the proposed new development. • The subject property encompasses 0.418 +/- acre, is zoned R-2 (Multi - Dwelling Low Density) and is located on the north side of Palm Avenue, 292 +/- feet west of its intersection with North Mesquite Street within the North Mesquite Neighborhood Overlay. H-Rogers- So we'll move onto item number four, which is New Business. We have two cases today. The first one is Case 69445, The Lofts at, at, at Palm Subdivision. It's an Infill Development Process proposal, and I will go ahead and turn it over to Sara Gonzales for staff. Gonzales: This is Case 69445. The applicants are requesting approval of an IDP subdivision known as the Lofts at Palm. The property is to be subdivided into two residential multifamily lots. The property is about 0.41 acres and is located on the north side of Palm Avenue. It is approximately about 292 feet west of its intersection with North Mesquite area. It is also located within the North Mesquite Neighborhood Overlay as well as in the Infill Overlay. The applicants are requesting with the subdivision a, a variance to the required paving of the project. They are requesting to do a compacted gravel driveway and parking area, except for those of the ADA designation. H-Rogers: All right. Were there, are there any other deviations from the code? Gonzales: No ma'am there are no other. H-Rogers: All right. Very good. And with that I'll go around the room and see if any of the other departments have any comments. Utilities. Montoya: We have no concerns. H-Rogers: Okay, very good. Community Development, were there any additional comments from, from you. Ochoa: Nothing from staff. No. H-Rogers: Okay. Dubbin: No issues. H-Rogers: All right. And Engineering. Dominguez: We have no issues. There is a, currently a variance. It's going on for the driveway width and the driveway distance from the property line to the beginning of the driveway. We are just working out those details. We see no issue with that. The, the reason that it is not coming forward is because we, we haven't finalized it. H-Rogers: Okay. Dominguez: And they brought it over so they can plat it and make sure that they have enough distance and everything else and it's in accordance to the variance that they're requesting. H-Rogers: All right. Very good. And with that I'll, I'll look to the applicant to see if they have any additional comments. No, okay. Do we have a motion for Case 69445? Wray: I move to approve. Case 69636: Legends West North Phase 2A Preliminary Plat • A request for approval of a preliminary plat for a subdivision known as Legends West North Phase 2A. • The preliminary plat is for the next phase of the Legends West North Master Plan area with 73 single-family residential lots and three tracts. • The subject property encompasses 14.33 +/- acres, is zoned R-1 a (Single -Family Medium Density) and is located west of Magdalena Drive, south of the City of Las Cruces City Limits and east of the Mesilla Lateral and Roadrunner Lane. • Submitted by Pillar Engineering, LLC on behalf of NM Valencia, LLC. 3 I H-Rogers: And moving on to Case 69636 ,Legends West North Phase 2A 2 Preliminary Plat. I'll turn that over to Adam Ochoa with staff. 3 4 Ochoa: Thank you. This next case is Case 69636 which is essentially the next 5 phase if you will of the existing Legends West North Master Plan area. 6 This is actually Phase 2A Preliminary Plat. They're requesting for 7 approval of this preliminary plat which is actually part of a recently 8 submitted amendment to the Legends West North Master Plan which 9 everybody received and did actually approve. So that Master Plan 10 amendment is, has been approved. So this is essentially the first step to 11 finalize that amended area of the Legends West North Master Plan area. 12 The preliminary plat proposes 73 residential lots all accessed 13 through local roadways, and three tracts a couple for, one for drainage, 14 one that'll be dedicated to EBID for the Mesilla Lateral, and another 15 essentially would just be kind of, kind of an extension of Bruins Lane, if 16 you will it's more of an access, existing access roadway to the residential 17 lot to the north which is owned by the Blue Horse Development 18 Corporation, which is essentially the property owner of this area. 19 Subject property, or the area encompasses approximately 14.33 20 acres, is zoned R-1a, single-family medium density. Just give you an 21 idea, it's located west of Magdalena Drive, south of the City of Las Cruces 22 City Limits, and west of the Mesilla Lateral and also Roadrunner, 23 Roadrunner Lane, not land, I apologize about that. It was submitted by 24 Pillar Engineering on behalf of NM Valencia who will be actually 25 developing this area. This went through two reviews, all departments did 26 approve the proposed preliminary plat. There were some outstanding 27 issues from traffic, but those are more construction -based comments 28 which are essentially not warranted for a preliminary plat now so they 29 should be taken care of at a later phase with the final plat and construction 30 drawings of the actual subdivision. Other than that, that's essentially it, 31 32 H-Rogers: Very good. With that I'll go around the room. Utilities, any comments? 33 34 Montoya: No, no issues. 35 36 H-Rogers: No issues. Okay.
