02-26-15LAS CRUCES AREA TRANSIT (RoadRUNNER) TRANSIT ADVISORY BOARD MEETING MINUTES The Transit Advisory Board (TAB) meeting was held on Thursday, February 26, 2015, at 3:00 p.m., in Conference Room — 203, Mesilla Valley Intermodal Transit Terminal, 300 W. Lohman Avenue, Las Cruces, NM. Members Present: Gary Manley, Chair; Ophelia Watkins, Antonio Ringo, Ken Erhard, and John Walker. Others Present: Mike Bartholomew; Margaret Hensley; Tom Murphy; Michael McAdams; David Maestas; James Gamez; Richard Hanway; Vanessa Martinez. I. Call to Order, Roll Call & Agenda Call to order at 3:05 p.m. by Gary Manley - Roll call was taken. II. Approval of Transit Advisory Board Schedule for 2015 Board member Ken Erhard motioned to keep the current meeting schedule. Ophelia Watkins seconded the motion. Motion carried. Meetings will stay as scheduled. III. Presentations • James Gamez with Nelson -Nygaard made a presentation regarding fact finding, interviews with bus operators, on -board survey, and overall review of transit system. The presentation covered making the most of what we currently have as far as resources and how to increase ridership without the need for additional resources. Hopefully make a case for system expansion. Boarding and alighting data was looked at for every bus stop in the system, route design, where transfers are occurring, and socio-economic data was included in system change suggestions. Market analysis, system performance, speed and stops spacing, route transfer matrix, operator feedback, limited routes, hold policy, on -board survey, on-line survey, reduce need for many connections, trips to work are low for a city of this size, and tailor routes to market the system requests to attract; are items that were pointed out along the existing service map. Some details of particular routes follow: o Route 10 Most of the ridership is on the south side of the Venus Transfer Point (70% - 30%). Shorten the route would be a suggestion for this route. Transit Advisory Board Meeting February 26, 2015 o Route 90 Covers a lot of ground and is fast but the Lohman area slows it down. Social Security at Summit Circle does have high ridership at certain times of the month. o Route 20 Has loop on west end of route that can cause the route to be late. A suggestion would be to remove the loop and have Route 40 service the loop. o Route 30 Many stops are parallel or within walking distance of Route 20. Two buses every 30 minutes could be a solution. o Route 40 Has low ridership on all segments, the exception of the Wal- Mart passengers. o Route 50 Is has the lowest ridership of all regular routes. This route was suggested to be the one route to discontinue and re -allocate resources to other routes. o Route 60 Serves south central area of Las Cruces. This route takes people from this area to shopping and other areas of town well. o Route 70 Serves north central area of Las Cruces. This route takes people from this area to shopping and other areas of town well. o Route 80 Is the most productive route in the system. Suggest to make it one pattern, bi-directional, and every 30 minutes. Alternative sites to the Mesilla Valley Mall as a transfer point were discussed along with some particulars of the proposed route changes. Ridership Information Ridership is similar to last year, Aggie Routes are doing well with the removal of the third route. City routes are down however the college routes are way up. Construction around town has been an issue. Clever Devices CAD/AVL Project Update The link is not yet up for the public. Mike Bartholomew presented the basic navigation points of the program. A mobile app will be the next step for this program. IV. Staff, Board, & Public Comments Public Comments by Vanessa Martinez. Route 70 has a type error on the outbound portion of the bus schedule. Stop #12 is listed but not there. The distance between #11 and #13 is great and a #12 would be nice. Mike Bartholomew addressed the concern stating that the well at that location was a possibility for an artistic shelter with funds from State Representative Steinborn. A recommendation was made to add public comments closer to the beginning of board meetings so that the public would not need to stay for the entire meeting to make their comments.
