for and committed to the continued delivery of all 240 services to include customer central, billing & receivables, natural gas, water, wastewater, and solid waste. We will: • Ensure the continuous performance of essential services in every line of business; • Protect critical infrastructure; • Reduce or mitigate disruptions to operations; and • Achieve a timely and orderly recovery and resume full service to customers as quickly as possible A summary of operations, resources, and communication information is included by line of business. Public Building Access LCU will comply with any City Council or City Administrative Direction to close all LCU buildings to the public. Members of the public, project partners, instructors/trainers, consultants and vendors will not be allowed access. Repairs essential to operations are excepted. Supply deliveries will be made to the front entrance or designated warehouse receiving areas.Vendors and drivers will not be allowed in any LCU building beyond the actual delivery. Page 4 of 39 Staffing Options LCU will implement several options to achieve our mission and ensure staff safety.The target for building occupancy is 50%of staff for each stand-alone building. Field work will continue as usual assuming staffing levels are not impacted by illnesses. Every associate will proactively ensure workflow is forwarded or alternated to or with a work partner or counterpart. Work options include: Rotating Schedules LCU Supervisors may implement rotating schedules wherein different shifts rotate between employees, on a set or varied schedule or depending on the program's needs.Additionally, LCU supervisors may rotate employees between on-site work,telecommuting and extraordinary leave. Shift Variance Typical LCU positions follow regular business hours Monday through Friday. In order to ensure work is complete, LCU supervisors may implement shift changes to include: • Changing regular shift start and end times • Changing shift assignments • Implementing alternate shift options (i.e. 8-hour, 10-hour or 12-hour shifts) • Split shifts • Swing Shifts Pursuant to Article 13§D. of the Agreement between the City of Las Cruces and USW, any changes to work shifts or assignments will not exceed 30-days. Telecommuting Telecommuting is a flexible work arrangement where selected employees work one or more days a week from their homes in order to provide LCU services when the employee is unable to work on site. Telecommuting is only feasible for those tasks within a job which are amenable in whole or in part to being performed away from the main office. Any telecommuting arrangements must be approved pursuant to City Manager Policy 1.23. Employees and supervisors will use the assessment forms found in Appendix B. • VPN can only be installed on City equipment. • All LCU-related IT work and data must be stored only on City equipment and/or City server systems. • Telecommuters are expected to adhere to all the rules and procedures applicable to the department and City related to confidential information. • Employees identified for telecommuting can be found in Appendix A. • It is at the discretion of the direct supervisor if quarantined individuals will telecommute.
