The 2020 Utility Masterplan will be in alignment with the City's plan and will update existing utility masterplans (water, wastewater and gas). The LCU wants a dynamic plan that includes water demands, wastewater flows, and impact fees and used as a tool for planning and budgeting. Carl will discuss expectations with Dr. Garcia, Utility Director. The LCU would like to complete the project within the same fiscal year(12 months) but will rely on Jacobs to provide our opinion.Jacobs indicated this might be a challenge, but we will evaluate. Jacobs will serve as the lead consultant: • Jacobs will be responsible for development of the scope and fees(including working with subconsultants to develop their scope and fees), project management, subconsultant management, tracking the cost and schedule, quality control, submittal of deliverables and invoicing. • Jacobs will evaluate growth projections and develop water demands, max day demand;wastewater flows; and gas demands, and max day demands. • Jacobs will develop performance criteria to evaluate the water, wastewater and gas systems in collaboration with the LCU. • The subconsultant's invoicing will go through Jacobs. • Questions from the subconsultants will go through Jacobs to manage interaction with the LCU staff. • Jacobs may communicate directly with LCU deputy directors and senior engineers to obtain data and coordinate activities, with copies on communication to Waleed. • Jacobs will coordinate all the work, provide templates, tools and layouts for the masterplan. • Solid waste is not going to be a part of the masterplan unless directed otherwise. • Concept is to have separate utility plans rolled up into an overall comprehensive master plan. The results from these will be rolled up into an overall capital improvements project plan. • Jacobs suggested LCU consider development of project sheets that can be used in CIP plans. Jacobs has a template that many of our municipal clients use. The LCU will consider. The LCU will consider an initial task for Jacobs to complete a Project Execution Plan (PEP) prior to scoping the entire project. The PEP,which is generally the first step in a project, will provide a detailed approach and concurrence on: • the overall goals and objectives, LCU 2020 Utilities Masterplan Project_Summary_Quiestions.2020.6.12_MM comments.docx Page 1 City of Las Cruces, NM a no wx m &V- City of Las Cruces© MOUNTAINS OF OPPORTUNITY GIL ACCOUNT - MASTER INQUIRY Org code: 51034007 TECHNICAL SUPPORT Type: E Object code: 804000 INFRASTRUCTURE Status: A Project code: Budgetary: Y Fund 5346 WATER15A BOND PROJECTS DIVSION 30 CITY MANAGER OFFICE DEPARTMENT 340 UTILITIES SECTION 1034 UT SUPPORT & PROJECT MANAGEMEN SUBSECTION 1034A TECHNICAL SUPPORT MISC 0000 NONGRANT OPEN 00 undefined FUNCTION 00 NONFUNCTION Full description: INFRASTRUCTURE Short desc: INFRASTRUC Reference Acct: Auto-encumber?
