RES 20-21-043 ALL SIGNED LAS CRUCES UTILITIES BOARD RESOLUTION NO. 20-21-043 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT FOR THE FLUTE WELL REPLACEMENT, PROJECT NO. 20-21-043, TO YELLOW JACKET DRILLING SERVICES OF PHOENIX, ARIZONA, FOR A TOTAL CONTRACT AWARD OF $1,378,406.22. The Board of Commissioners for the City of Las Cruces Utilities, on behalf of the City of Las Cruces, is informed that: WHEREAS, the City of Las Cruces solicited bids for Project Number 20-21- 043, for the construction of the FLUTe Well Replacement project; and WHEREAS, monitoring wells GWMW-01, GWMW-06, GWMW-08, GWMW-09, and GWMW-10, for the Griggs and Walnut Ground Water Plume Superfund Site need replacing due to failure; and WHEREAS, these wells are used for sampling, analyses, and current mapping locations of the perchloroethene ("PCE") plume on an annual basis in accordance with the July 30, 2020, Consent Decree between the United States of America, U.S. Environmental Protection Agency, City of Las Cruces, and Dona Ana County; and WHEREAS, the design engineer, Daniel B. Stephens & Associates, Inc., prepared a bid tabulation, verified the bidder was compliant with all appropriate licenses and project requirements, and provided a recommendation of award for the lone bidder, Yellow Jacket Drilling Service of Phoenix, Arizona; and WHEREAS, the Las Cruces Utilities ("LCU") Department recommends to the LCU Board of Commissioners that the construction contract for the FLUTe Well Replacement, Project No. 20-21-043, be awarded to Yellow Jacket Drilling Service of Phoenix, Arizona. The time frame to complete this project is an estimated 75 working days. Stephens & Associates, Inc. (DBS&A) and John Shomaker and Associates Inc. (JSAI) have reviewed the bid received for the Griggs-Walnut Ground Water Plume Site FLUTe Well Replacement Project. Bids were opened on October 1, 2020 at 2PM. The only bidder was Yellow Jacket Drilling; their bid was complete per the Contract Documents. We recommend the bid be awarded to Yellow Jacket Drilling as they are technically capable of completing the project. The unit price of each item from the Contractor's bid was multiplied by the quantities listed in the bid to verify that the total project cost provided by the Contractor was correct; no issues were noted. The comparison of the bid values and the Engineer's Opinion of Probable Cost is attached to this letter in an Excel file. It is possible that the discrepancy between the Contractor's price and the engineers estimate is due to a very tight project timeline; additionally, this project generated limited interest during the bidding process, and only one bid was received. Yellow Jacket Drilling is a licensed well drilling Contractor in the State of New Mexico. Their license number is 1458 and is valid until April 1, 2021. The Contractor provided a bid bond signed by a principal managing member of the company and by the Surety dated October 1, 2020.
