RES 20-21-046 ALL SIGNED LAS CRUCES UTILITIES BOARD RESOLUTION NO. 20-21-046 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT FOR THE PARRIGIN WAY AND MISSION BELL GAS EXTENSION, PROJECT NO. 20-21- 046, TO 329 ENTERPRISES, LLC., OF LAS CRUCES, NEW MEXICO, FOR A TOTAL CONTRACT AMOUNT OF $1,474,500.71. The Board of Commissioners for the City of Las Cruces Utilities, on behalf of the City of Las Cruces, is informed that: WHEREAS, the Las Cruces Utilities ("LCU") Department requested and accepted, from Bohannan Huston, Inc., of Las Cruces, New Mexico, design, construction documents, and construction phase services in order to extend a new 4- inch and 2-inch low pressure gas main pipeline to the Parrigin Way and Mission Bell subdivisions; and WHEREAS, the Las Cruces Utilities ("LCU") Department requested and accepted, from Bohannan Huston, Inc., of Las Cruces, New Mexico, design, construction documents, and construction phase services in order to extend a new 4- inch and 2-inch low pressure gas main pipeline to the Parrigin Way and Mission Bell subdivisions; and WHEREAS, to provide natural gas to these subdivisions, the Parrigin Way and Mission Bell Gas Extension project will install approximately 5,995 feet of 4-inch low pressure polyethylene ("LP-PE") pipeline, approximately 21,323 feet of 2-inch LP-PE pipeline, approximately 5,555 feet of 3/4-inch LP-PE pipeline, and 202, 3/4-inch gas service stubouts, including all pipelines pressure tested, purged, and activated; and. The project consists of the installation of a new 2" and 4" PE low pressure natural gas distribution pipeline in the Mission Bell Estates, Parrigan Way areas. The proposed distribution network will tie to existing low-pressure distribution systems at multiple points. A total length of approximately 22,000 linear feet of 2" pipeline and approximately 6,700 linear feet of 4" pipeline will be installed. Installation of the pipeline will require the removal and replacement of areas of pavement and landscaping; the pavement will be replaced per Dona Ana County Uniform Development Code. W meter inlet piping in the amount of approximately 6,000 linear feet will also be installed. The project was bid on a lump sum and unit price cost basis. Final quantities may vary from those estimated in the Bid Schedule. A total of four bids were received before the scheduled Bid Opening. The bid documents were to include Local Preference, Resident Contractor Preference and Resident Veteran Preference. Those contractors that qualify for a discounted preference, by providing the pertinent certification documentation, are indicated in the bid tabulation form attached to this letter. The project award amount would be the total base bid of the project. A tabulation of the bids and the engineer's estimate of probable cost are attached. The bid from J29 Enterprises and Halo Services, Inc. contained mathematical errors which had no impact to the bid results and are highlighted on the bid tabulation. BACKGROUND: The City of Las Cruces solicited bids for the Parrigin Way and Mission Bell Gas Extension, Project No. 20-21-046, for the installation of new 4-inch and 2-inch low pressure gas main pipeline to these two subdivisions. The subdivisions are outside the city limits, however, as part of the reorganization of Rio Grande Natural Gas Association under Resolution No. 11- 009, the Parrigin Way and Mission Bell subdivisions are identified as part of the service area for the natural gas system of the City of Las Cruces. The Parrigin Way and Mission Bell Gas Extension project will install low pressure gas main pipeline in order to provide natural gas service to the residents of these two subdivisions. This project is inclusive of the following: • Installation of approximately 5,995 feet of 4-inch low pressure polyethylene ("LP- PE") pipeline, • Installation of approximately 21,323 feet of 2-inch LP-PE pipeline, • Installation of approximately 5,555 feet of 3/4-inch LP-PE pipeline, • Installation of 202 of 3/4-inch gas service stub-outs, • Pressure testing of all pipelines, and • Purging and activation of new low pressure gas pipeline. The low bidder was determined to be 129 Enterprises, LLC., ("J29") of Las Cruces, New Mexico. The bidder was verified as being compliant with all appropriate licenses and project requirements by Bohannan Huston, Inc., the consultant for this project. The Las Cruces Utilities ("LCU") Department recommends to the LCU Board of Commissioners that the construction contract for the Parrigin Way and Mission Bell Gas Extension, Project No. 20-21-046, be awarded to J29 of Las Cruces, New Mexico, in the amount of $1,237,581.25, plus 8.3125% New Mexico Gross Receipts Tax ("NMGRT") in the amount of $102,873.94, plus a 10% project contingency (including NMGRT) in the amount of $134,045.52, for a total award amount of $1,474,500.71.
