01-07-1998 SELECTION ADVISORY COMMITTEE MEETING LAS CRUCES,N.M. meeting of the Selection Advisory Committee was held on Wednesday,January 7, 1998, in the Council Chambers, City Hall, 200 N. Church Street. MEMBERS PRESENT: Councillor John Haltom Councillor Karen Stevens Councillor Jack Valencia Jerry Trojan,Asst. City Manager OTHERS PRESENT: Joe Provencio, EAP Coordinator Barbara Willis, Finance Richard Hodgin,Risk Management Billie-Jo Guevera, Purchasing David Aguayo, Word Processing Center Councillor Haltom called the meeting to order at 1:35 p.m. 1. Review minutes of June 26, 1997 and August 7, 1997. MOTION: Councillor Valencia moved to approve the minutes of June 26, 1997. Councillor Stevens seconded. Motion carried unanimously. MOTION: Councillor Valencia moved to approve the minutes of August 7, 1997. Councillor Stevens seconded. Motion carried unanimously. 7. Evaluate Requestfor Proposal 97-98-060, Mental Health. Councillor Valencia stated he had received an anonymous phone call today regarding one of the proposers. They referenced the Community Behavioral Health Center and are accusing the individual proposing had cited himself as a Medical Doctor,M.D., when he is not a Medical Doctor. Councillor Valencia stated he had requested from the Board of Medical Examiners confirmation as to whether or not this individual was a licensed physician in New Mexico. He was waiting for a fax at this time but upon his verbal inquiry they had advised Councillor Valencia that he wasn't licensed in New Mexico. Joe Provencio stated he was told this in the summer prior to any RFP going out. At one point this individual came into Mr. Provencio's office and Mr. Provencio asked him about it and he said he wasn't practicing medicine and he didn't want to practice medicine. This individual stated he was a business consultant and wanted 1 to work in the business. Councillor Stevens asked if we went back and verify everyone else's credentials to make sure that they were accurate. Mr. Provence has said that he has confronted him and he answered his question. Jerry Trojan stated because we haven't checked on other people and we're just taking their word for what they present to us it would be his recomrwndation that we evaluate it based on the information that is presented to us. The subtotal ratings were: Buchanan&Associates 1415 Community Behavioral Health Center 1745 Las Cruces Mental Health Center 1745 Marjean Spayer 1665 The Professional Assessment Center 1760 Rio Grande Behavioral Health, Inc. 1745 Ten percent of the highest score is 176. Subtract 176 from the highest score and that gives you 1584. Everyone above 1584 qualifies. Interviews were set for Friday,January 16, beginning at 1:30 p.m 3. Evaluate Request far Proposal 97-98-152; Case Management. The subtotal ratings were: MCC Behavioral Care, Inc. 1410 Mental Health Diagnostics, Inc. 1450 Mesa Mental Health Professionals 1700 Ten percent of the highest score is 170. Subtract 170 from the highest score and that gives you 1530. Everyone above 1530 qualifies. Jerry Trojan read the procedures to see what the SAC could do since only one firm qualified. The three alternatives for the SAC were: 1. Recommend award 2. Reject all the firms and go out again 3. Interview all three MOTION: Councillor Valencia moved to interview all three proposers. Jerry Trojan seconded. Motion carried unanimously. 2 Interview will be held Friday, January 16, at 11:30 a.m. MOTION: Councillor Stevens moved to adjourn. Councillor Valencia seconded.
