01-16-1998 SELECTION ADVISORY COMMITTEE MEETING LAS CRUCES,N.M. meeting of the Selection Advisory Committee was held on Friday,January 16, 1998, in the Council Chambers, City Hall, 200 N. Church Street. MEMBERS PRESENT: Councillor John Haltom Councillor Karen Stevens Councillor Jack Valencia Jerry Trojan, Asst. City Manager OTHERS PRESENT: Joe Provencio, EAP Coordinator Barbara Willis, Finance Richard Hodgin, Risk Management Billie-Jo Guevera, Purchasing David Aguayo, Word Processing Center Councillor Haltom called the meeting to order at 11:30 a.m. Joe Provencio stated he knows many of the people the SAC is going to interview and he wanted to state for the record this is not going to present any issues of bias. 1. Interviews for RFP 97-98-152, Case Management. The subtotal ratings were: MCC Behavioral Care, Inc. 1430 Mental Health Diagnostics, Inc. 1800 Mesa Mental Health Professionals 1410 Based on the 10% limitation that would mean that any firm over 1620 would be included. The only firm that meets that qualification is Mental Health Diagnostics, Inc. The cost proposal for Mental Health Diagnostics, Inc. is$64,950. MOTION: Jerry Trojan moved to recommend to the City staff that they attempt to negotiate a contract with Mental Health Diagnostics, Inc. and if they are successful they bring that contract to the City Council with the recommendation from the SAC that we enter into a contract with Mental Health Diagnostics,Inc. Councillor Valencia seconded. Motion carried unanimously. 1 2. Interviews for RFP 97-98-060, Mental Health. Councillor Haltom left before the post evaluation process. Councillor Stevens took over as chairperson. The subtotal ratings were: Community Behavioral Health Center 1705 Las Cruces Mental Health Center 1705 Marjean Spayer,PHD, PC 1200 The Professional Assessment Center 1765 Rio Grande Behavioral Health, Inc. 1755 The Professional Assessment Center scored the highest. Ten percent of that is 176. Subtract 176 from 1765 gives us 1589. Any firm scoring more than 1589 will be included. Marjean Spayer, PHD, PC, is the only one that did not qualify. The remaining firms receive 100 points for local preference. The Professional Assessment Center had 50 points deducted for jobs in progress. Thecost proposals were: Community Behavioral Health Center $554,973.12 Las Cruces Mental Health Center $697,452 The Professional Assessment Center $575,318 Rio Grande Behavioral Health, Inc. $650,000 MOTION: Councillor Valencia moved to use the 2.4 multiplier and the 2572 employees to get the amount of the cost proposal for the Las Cruces Mental Health Center. Jerry Trojan seconded. Motion carried unanimously. The cost ratio points were: Community Behavioral Health Center 361 Las Cruces Mental Health Center 287 The Professional Assessment Center 350 Rio Grande Behavioral Health,Inc. 316 The total final ratings were: Community Behavioral Health Center 2166 Las Cruces Mental Health Center 2092 2 The Professional Assessment Center 2165 Rio Grande Behavioral Health,Inc. 2172 MOTION: Jerry Trojan moved to recommend to the City Council the award of the proposal for mental health services to the Rio Grande Behavioral Health,Inc,with the alternative of Community Behavioral Health Center also being recommended to the City Council.
