11-13-1998 SELECTION ADVISORY COMMITTEE MEETING LAS CRUCES, N.M. meeting of the Selection Advisory Committee was held on Friday, November 13, 1998, in onference Room A, City Hall, 200 N. Church Street. MBERS PRESENT: Barbara Willis,Finance Tim Ericson, Development Services Buck Monday,Utilities Rollie Wright, Community Services&Facilities Richard Hodgin,Risk Management Jim Davila,Purchasing Department THERS PRESENT: Jesus Nava, City Manager Councillor Haltom Don Brooks,Personnel David Aguayo, Word Processing Center beta Willis called the work session to order at 1:15 p.m ORK SESSION Discuss Transition with Councillors who were SAC members and the SAC Regulations. Councillor Haltom gave a brief history on SAC and how business used to be done versus how business is done today. He gave the new SAC members advice on what to do and what not to do. OTION: Jim Ericson moved to approve June 1, 1998 and July 7, 1998 minutes. Rollie right seconded. Motion carried unanimously. 1 2. Discuss Proposed Managed Health Care Services RFP 98-99-199. The following were changes suggested by members of SAC: On page 1, fust paragraph, sentence 2 take out the word"of'. On sentence S should read, "rhe Medical,Dental and Prescription benefits set forth...." On page 2,the date under section 3 should be corrected as well as the date under letter E. Under letter E the word"on"should be deleted. Under letter G the word "inquires" should be"inquiries". 2 On page 3, under letter J the last sentence should read, "However a period..." Under the letter I it was suggested to make this effective for three years or until canceled or terminated. The outline format under section 5 should be corrected. Take out the word"please"under Roman Numeral five. On page 4, under letter C, Roman Numeral three the word"expouse"should be "ex-spouse." On the second sentence of the last paragraph should read, "The proposal must identify whether any HMO which is part of the proposal is federally certified and, if it is,the date of such certification." The second sentence under letter D should read, "This description should include the administration cost, stop- loss coverage for the...." Under letter C, Roman Numeral one should read, "Employees or dependents(including COBRA participants)traveling outside....:' The last sentence under letter D should read, "For the present provider, indicate the cost...." Roman Numeral five under letter E should read, "The corporate history of administering a Health Care Program" On page 5, small letter"a"of the Narrative Proposal Format should read, "Maximum of 25 pages(exclusive of the addenda)including title, index, transmittal letter etc. A copy of....." It was also suggested that SAC only needed ten(10) copies of the proposal instead of 12. On number 5 under small letter"c"the word "City-s"should be changed to "City's". On page 6,under number 7 delete local preference. On the bottom of Section 6 the second to the last sentence should read, "For the purpose of this RFP the Jobs in Progress and local preference components(Section of__) are waived." On the first sentence under Section 6 the word"City--s" should be clanged to "City's". Since the evaluation criteria in the RFP is different than the criteria stated on page 634 of the Council page stamp of the Rules and Regulations SAC has to vote to change that criteria for this RFP. OTION: Jim Ericson moved to waive the criteria from the Rules and Regulations and ubstitute them with the others. Rollie Wright seconded. Motion carried unanimously. Under Section 6, SAC decided to change the percentages from rated them at 20% each to the following: Composition of medical panel 30% Quality of service(Based upon references-including timeliness of reimbursement 300/a payment and reports) Financial stability 5% 3 Experience 100/0 Availability of benefits outside the local service area 25% MOTION: Rollie Wright moved to accept all the changes recommended so far. Jim Ericson seconded. Motion carried unanimously. 3. Discuss Process for Review of Proposals Received for Mental Health RFP. Members of SAC decided to do the evaluations and interviews for the Mental Health& Substance Abuse Counseling Services RFP on November 24, 1998, at 9 a.m. MOTION: Buck Monday moved to adjourn.
